Sure you can use it as a mulch. Just take note all un-composted mulches will draw nitrogen from the soil in order for them to decompose themselves. I would recommend that you fertilize with a high nitrogen fertilizer in order to compensate for loss. You will know the fertilizer is high in nitrogen by the numbers you see on the bag. 5:1:5 is the ratio of Nitrogen : Phosphorous : Potassium. In your particular case with the plants in question being roses I would recommend an 8:1:5. Apply some (follow the guidelines of the fertilizer you purchase) of this fertilizer to the respective areas every two to three weeks in Spring and Summer, monthly applications should be sufficient in Autumn and Winter.
